Captain Prurince Dice aka “PRU”, is the Founder and President of IPS and a 21-year law enforcement veteran currently serving the citizens of DeLand Florida as Commander of the Bureau of Support Services with the DeLand Police Department.  He was born the first of five children and grew up in Sumter County Georgia, graduating from Sumter County Comprehensive High School.  He is a highly motivated, innovative, experienced, forward-focused and knowledgeable change agent who has successfully led several complex and effective law enforcement initiatives.  He excels in leading police organizations toward 21st century service with a proven leadership and management acumen in the following areas: community policing; building, developing and inspiring positive internal/external relationships, building trust between the community and police, organizational development, strategy, structure and design, improving morale and culture, drug & gang enforcement/investigations, patrol operations, managing critical incidents, fiscal management, law enforcement training, and crime reduction. 


In 2002, Captain Dice began his law enforcement career with the Sumter County Sheriff’s Office, Americus Georgia.  In 2008, he was employed with the Albany Police Department, Albany Georgia.  Throughout his career, Captain Dice has rose through the ranks from Officer to Police Major working in various patrol, investigative and administrative assignments.  In 2015 while serving the citizens of Albany Georgia, he was promoted to Major and assigned to the Albany-Dougherty Drug Unit.  During this assignment, he commanded narcotics officers, supervisors, commanders and administrative staff, responsible for conducting street level, mid-level and long-term narcotics trafficking investigations throughout Dougherty County.  As the Commander of the Albany Dougherty Drug Unit, Dice spearheaded many initiatives to include: departmental reorganization, developed training initiatives and programs, established the mission, vision and core values of the unit; implemented effective strategies to enhance employee performance, productivity, leadership and accountability; enhanced technology to improve police services to the community; developed realistic and measurable departmental guidelines and policies; re-established relationships with outside law enforcement agencies; introduced a module of procedural justice and police legitimacy.  


In 2018 Captain Dice joined the DeLand Police Department where he currently serves as Bureau Commander (Captain) of the Bureau of Support Services.  The Bureau consist of the following divisions: Criminal Investigations Division and Community Engagement Division.  Captain Dice has also served as Bureau Commander of the Field Operations Bureau for the DeLand Police Department which consists of Uniform Patrol, Special Operations and Emergency Management.  Captain Dice also served as Bureau Commander of the Special Operations for the DeLand Police Department.  The Special Operations Bureau before reorganized was comprised of several programs that address specific criminal and quality of life issues.  The following components under the Special Operations Bureau was:  Criminal Investigations, Special Investigations, Special Enforcement & Tactical Teams, Support Services, Recruiting, Retention & Background, Narcotics, Vice, Training, Evidence, Crime Analyst, Budgeting, Quartermasters, and Community Service Units. 


Also, during his time as a Commander of the DeLand Police Department, Captain Dice has implemented several effective initiatives focused on community engagement, crime reduction, career development/training, and on-going reform strategies regarding 21st century law enforcement/community service. 


Captain Dice is an active member of several professional organizations and community groups to include, the Florida Association of Chiefs of Police (FACP), Volusia/Flagler Association of Chiefs of Police, Georgia Association of Chiefs of Police (GACP), International Association of Chiefs of Police (IACP), Police Executive Research Forum (PERF), National Organization of Black Law Enforcement Executives (NOBLE), the Georgia Gang Investigators Association (G.G.I.A) and the International Association of Intelligence Units.


Captain Dice attended Liberty University, completing and earning the following degrees:  Master of Science degree in Criminal Justice – Public Administration, a Master of Business Administration (MBA) – Public Administration, and a Bachelor of Science degree in Criminal Justice - Business Administration.  He is also a proud graduate of the FBI National Academy Session #284 Quantico VA, Class 16-15 of the Georgia Police Chief Executive School, Southern Police Institute Chief Executive Leadership School and Leadership West Volusia. He holds several management/ supervision certificates and certifications and is currently a law enforcement certified general law enforcement instructor.  He has also received several commendations for his outstanding police service throughout his tenure. 


Captain Dice regularly attends church, is a licensed minister and serves as minister of music at Tabernacle of Praise Church, DeLand Florida.  He strives to promote an effective leadership style that exemplifies “service” rather than “policing” by demonstrating and personally living by the following three guiding principles:
